Role objective:

Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operations Center in South Sudan, an Office in Somalia and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UNHabitat and UNEP and multiple ‘operational’ projects in Tanzania, Uganda, Kenya and several Atlantic and Indian Ocean island states.

The East Africa Hub is currently being reconfigured to ensure, in keeping with the regional strategy, an enhanced scope of engagements and improved operational excellence in the growing area of responsibility. Our client in Nairobi plays a critical role in providing management services for its life-saving peace building, humanitarian and development operations, supporting projects on behalf of a range of partners and creating real results that matter for people in need. Our client is implementing projects worth more than $80 million in eastern and southern Africa and is helping its partners achieve project goals in sustainable project management, sustainable procurement, sustainable infrastructure, human resource management and advisory services.

Expected output:

The EU is currently funding the Resilience Program for Somalia which is based on the objective “to revitalize and expand the Somali economy with a focus on livelihood enhancement, employment generation and broad-based inclusive growth”, financed from the European Development Fund (EDF). Under this project our client has been requested by the EU to provide support by filling in the identified gaps with flexible tools and mechanisms to implement the National Development Plan structure by establishing a Partnership Coordination Facility for Somalia. Coordinated efforts are essential in order to transform Somalia into a more resilient, and improved, economic sector with greater security, gender equity, improved human development, stronger infrastructure and better access to basic services that is delivered by accountable governmental institutions. This transformation is hindered by slow institutions that are unable to respond quickly to emerging needs. The project will allow these needs to be identified by the Pillar Working groups and to be satisfied in a timely, strategic manner. More specifically our client will provide support to the coordination of resilience interventions, disaster management and contribution to the implementation of the upcoming recovery and resilience framework in support of Result Number 3 of the resilience program focusing on enhancing the capacity for the implementation and monitoring of a National Resilience Strategy.

Functional Responsibilities:

Reporting directly to the Senior Program Manager, the Project Coordination Officer will be responsible for, but not limited to the following functions and responsibilities:

  1. Project Formulation:
  2. Assist in developing the National Resilience Strategy for the EU.
  3. Ensure lesson learning by convening a wide range of stakeholders working in the area and the wider region (including relevant EU programs).
  4. Project Implementation:
  5. When required, assist in recruitment of experts.
  6. Provide innovative and strategic ideas and develop proposals in response to Pillar Working Group requirements and in line with availability of funds.
  7. Track expenditure and take relevant action when required to revise budgets (realignment and amendment).
  8. Monitor and record best practices and innovative approaches within our clients FR&R, identify and show alternative options according to activity needs.
  9. Managing information flows and overseeing change controls, risk registers and issue management; document and feedback lessons learned and best practices.
  10. Supporting the project planning process.
  11. Maintenance of all supporting project financial documents for audit and review processes.
  12. Management of work packages within the project as and when required.
  13. Continuous monitoring of the project quality indicators and undertaking monthly assurance tasks.
  14. Supervise Project Assistant(s) within the team, to ensure work efficiency and quality at all times.
  15. Coordination and Liaison:
  16. Provide high level coordination between the relevant Somali authorities, the EU and relevant stakeholders.
  17. Organize all project and stakeholder meetings as and when necessary and maintain records of these meetings.
  18. Organize stakeholder conferences and workshops as and when required for Pillar Working Groups in support of the EU resilience initiative.
  19. Provide narrative reports as required to the EU delegation.
  20. Manage the project’s information and knowledge to ensure accurate recording and justification of decisions, finances and project details and to ensure that the EU has access to the information they require.
  21. Operational and Logistic Support:
  22. In consultation with the relevant stakeholders, prepare amendments of Agreements and Budget revisions when applicable.
  23. Review input of financial information, expenditures etc.
  24. Ensure conformity of project disbursement requests with procedures, work plans, and availability of resources for expenditure.
  25. Support development and maintenance of database information management systems to ensure real time tracking and asset management under the project activities.
  26. Assist the Project Manager in monitoring all HR requirements and related activities under the project.
  27. Preparation of Terms of Reference (TOR) for required inputs in the projects (staff, individual and institutional consultancy services, procurement of goods and services, organization of training, seminars, etc.), with expert and/or client support as required.
  28. Supervise and review submissions for Contracts, Purchase Orders, Waivers and related documents prior to final approval.
  29. Maintain records of project files and activity reports in hard and soft copy.
  30. Prepare budget forecast and periodic financial reports as requested.
  31. Review weekly activity reports and quarterly financial reports with respect to outputs based on work plans and budget forecasts.
  32. Liaise with finance and logistics/procurement units in tracking commitments and disbursements.
  33. Identify operational, administrative, financial and other bottlenecks that may impede project delivery, recommend solutions and take appropriate remedial action.
  34. On behalf of the project and as directed by the Senior Program Manager, participate in periodic visits to the project sites within Somalia to review compliance with recognized procedures.
  35. Establish and monitor an internal control system for all administrative actions.
  36. Perform other duties as assigned by the Senior Program Manager.

Project reporting: This role reports to the Senior Program Manager.

Team management: This role does not have any team management responsibility,


Education: Master's degree in Public Policy, Project Management, Business Administration, International Relations, Development Studies, or other relevant discipline. and/or Bachelor's degree in Public Policy, Project Management, Business Administration, International Relations, Development Studies, or other relevant discipline..

Work experience: Minimum of 7 years of demonstrable relevant Project Coordination experience.

Geographical experience: Minimum of 6 years of experience in Africa (desirable).

Languages: Fluency in English is desirable.

Key competencies:

Education/Experience/Language requirements:

  • Advanced University Degree in Public Policy, Project Management, Business Administration, International Relations, Development Studies, or other relevant discipline.
  • University Degree (Bachelor’s Degree / First Level) with a combination of 2 additional years of relevant professional experience in Public Policy, Project Management, Business Administration, International Relations, Development Studies, or other relevant discipline may be accepted in lieu of the advance University Degree.
  • Experience in coordination of different stakeholders in complex environments essential.
  • Good understanding of effective communications processes.
  • 5 years of experience in project coordination and or project management.
  • Previous experience with a UN agency in a developing country is an advantage.
  • Excellent written and spoken English.
  • Knowledge of Somali is an asset.
  • MS Office package required.
  • Prince 2 Practitioner or an equivalent project management qualification is an asset.
  • Knowledge and understanding of the Somalia political economy is essential.
  • Experience working in a conflict or post-conflict environment is required.
  • Experience in delivery of multilateral projects is an asset.
  • Experience working with the EU is an asset.
