The International Republican Institute (IRI) is a Washington, D.C. based nonpartisan, nongovernmental organization dedicated to advancing democracy worldwide by developing political parties, civic institutions, open elections, democratic governance, and the rule of law.  IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.

In Somalia, as a partner in the Bringing Unity, Integrity and Legitimacy to Democracy (BUILD) program, International Republican Institute assists political parties to be competitive, inclusive, and representative of people’s interests, and to contribute to peaceful political processes.

IRI needs a local Field Accountant to perform duties on a full-time employment basis.

POSITION: Local Field Accountant

The Field Accountant will oversee the accounting and administrative processes supporting the implementation of IRI programs in Somalia, focusing on political party policy development, internal process improvement, election preparation and general party strengthening. S/he will work as part of IRI's administrative team and will support the Resident Program Director (RPD) in ensuring financial accountability and fiscal compliance, drafting financial reports, assisting program teams in developing budgets, and coordinating payments, reconciliations and other financial processes. The Field Accountant will report directly to the RPD.

Every employee of IRI is responsible for carrying out the mission of IRI and demonstrating the core values in their day to day operations.

Duties and Responsibilities:

  • Provide efficient and timely action on administration and accounting matters, written assignments and submission of reports.
  • Provide logistical support required for meetings, workshops, conferences, hotel accommodation and travel, working with the RPD in the administration of the IRI office.
  • Maintain local records of the program according to IRI policies, including but not limited to payroll disbursement and tracking of advances (travel and other).
  • Communicate and coordinate effectively with Accounting department at headquarters in Washington D.C.
  • Work with the RPD to review and reconcile IRI activity payments.
  • Work with the RPD to ensure the country office complies with the local laws, rules and regulations as well as the organization’s administrative, financial and accounting policies.
  • Work with the RPD to fulfill monthly reporting requirements of accounting, logistical and financial operations of the office, and preparation of relevant documents, budgets and monthly accounting reports; prepare financial documents for the RPD’s signature.
  • Monitor implementation of budgets and make recommendations to RPD to ensure compliance with donor and organization’s financial, procurement and accounting requirements;
  • Ensure all the organization’s property is securely kept at all times and keep an updated inventory of all the organization’s assets.
  • Work with the RPD to complete NGO registration and bank account set up.
  • Travel from time-to-time, independently and/or as part of a team, to various locations to support IRI’s programmatic objectives.
  • Perform any other duties as assigned by the RPD.


Minimum Qualifications:

  • A university graduate, with a Bachelor’s degree in Accounting as a preference
  • A minimum of three (3) years of relevant professional experience with International NGOs on a donor-funded project, preferably in the field of democracy and governance.


  • Experience with accounting software such as Jamis Prime, Quickbooks, Quicken, Costpoint, etc.
  • Proven capacity to handle multiple tasks and responsibilities simultaneously and under tight deadlines
  • Fluent in written and spoken English; Somali language is a requirement
  • Demonstrated computer proficiency and advanced knowledge of the Microsoft Office suite
  • Must be able to travel independently
  • Must have the legal right to work in Somalia. Visas, resident permits and work permits are the applicant’s and staff member’s responsibility

Desired Competency and Experience

·        Familiarity with U.S. Government regulations is an asset; experience working on USAID-funded project is an asset
