Conflict Transformation Consultant - Humanitarian Law and Conflict Escalation

MAG Somalia is considering policy and programming opportunities related to conflict transformation at the country and regional level in relation to its work on impact, effectiveness and strategy for arms management and destruction approaches.

With this in mind, we are seeking bids from an independent expert in order to undertake a fixed-term piece of work that can inform the potential further development of MAG’s strategy in this area. This piece of work is expected to take place over a maximum of 40 days, starting at the latest, September 2019.

About MAG:

MAG saves lives and builds futures by working with others to reclaim land contaminated with the debris of conflict, to reduce the daily risk of death or injury for civilians, and to create safe and secure conditions for development. MAG shared the 1997 Nobel Peace Prize as a founding member of the International Campaign to Ban Landmines for our work to ban landmines. Our vision is a safe and secure future for men, women and children affected by armed violence and conflict.

Scope of the work:

MAG Somalia is actively exploring policy and programming opportunities related to conflict transformation, particularly focussing on the increased dialogue and confidence between communities (including informal security providers) state security providers, including use of force and conflict escalation.

We hope the successful consultant will be able to complete the following outcomes

· Delivery of 2 times, 5-day training courses in Kismayo, training 60 personnel, in order to improve the management of community-based conflict situations.

· An internal MAG report detailing consultancy findings and providing recommendations for potential future policy direction and programming strategy and options.


Interviews/meetings with key individuals will take place across the programme and will include those with responsibility at different levels. Review of relevant conflict transformation documentation, including policy overlaps and links to mine action and arms management and destruction.

This work is expected to take a maximum of 40 days including 15 days in programme, as well as a 2-day visit to MAG HQ to present a briefing on findings.
