Since 2008, the International Organization for Migration (IOM) in close partnership with the governments, United Nations (UN), and non-governmental organizations (NGOs), has been addressing a range of critical emergency humanitarian situations in Somalia. Under the Displacement Tracking Matrix (DTM) unit led by the Preparedness and Response Division (PRD), IOM has been tracking and analyzing human mobility in different displacement contexts, in a continuous manner.

Under the overall supervision of the PRD Coordinator and the direct supervision of DTM Coordinator, the successful candidate will be responsible for providing effective and efficient support to Displacement Tracking Matrix/ Information Management Unit.

Core Functions / Responsibilities:

  1. Provide technical support for Geographic Information System (GIS) activities in IOM Somalia.
  2. Participate in planning and development of the geographic data management tools (shapefiles and processes of DTM specifically related to data collection done in settlement and IDP sites), as well as in the maintenance of the IOM geo-database.
  3. Participate in the development of data collection tools and training of field staffs to ensure the inclusion of GIS-related requirements and indicators, geo-referencing/ site verification procedures and documentation of geo-coordinates.
  4. Support in the data collection processes, query, analysis and the overall data management activities. Carry out thematic geo-statistical data analysis as required.
  5. Assist with the processing of data collected through the DTM while monitoring data interoperability across all datasets.
  6. Identify needs and advise on GIS/mapping tools and products. Work closely with DTM and IM staffs to identify needs and prepare the relevant products and maps.
  7. Produce online maps (with ArcGIS Server for data review and analysis) and printable maps (with ArcGIS, and Adobe Illustrator/InDesign), as well as Dashboards, Graphs, Profiles, Shapefiles and KMZ files for reporting.
  8. Support the monitoring of data collection processes and data management activities, including data mapping, encoding, storing, processing, and analyses, in specific to aspects related to GIS.
  9. Participate in relevant inter-agency activities, including the GIS Technical Working Group, and liaise with GIS staff in other organizations and information management personnel to promote enhanced coordination and information sharing on GIS-related matters.
  10. Collect, compile or integrate external cartographic data, as required for analysis.
  11. Provide GIS services to various departments, if needed, including PSU, PIU, RDS, and PRD.
  12. Perform field visits to evaluate and support data collection teams;

Required Qualifications and Experience


  • Bachelor’s degree in Geography, Computer Science or GIS related field from an accredited academic institution with four years of relevant training and field experience :or,
  • Completed High school degree from an accredited academic institution with six years’ of professional experience.


  • Personal commitment, efficiency, flexibility, drive for results; capacity to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds
  • Demonstrated ability to maintain integrity in performing responsibilities assigned;
  • Experience in GIS in relevant issues such as migration, displacement, and humanitarian assistance would be an asset;
  • Effectively coordinates actions with other implementing partners;
  • Good writing, communication and negotiation skills.
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country or regional objectives.
  • Experience in database development using any or more of the following tools: ArcGIS, ArcInfo, ArcView, GeoServer and PostGIS database and common software applications such as Word, Excel, PowerPoint, Access, and the Adobe Creative Suite.


Fluency in English and Somali is required.
