Background
The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, GBV, WASH and health reaching out to more than 300,000 conflict and drought affected people.

Summary of Responsibility
IRC is seeking a Team Leader for an anticipated EuropeAid-funded project that would focus on providing technical assistance for civil society (CSO) capacity building. The project aims to strengthen the capacity of the CSOs working in the governance and democratization sector to mobilize Somali citizens to participate more effectively in democracy and governance reform processes through representation, participation, transparency and accountability. In support of this aim, the project will provide support to:

  • Increase CSOs' capacity in project cycle management and organization management (financial, communication, etc.), including under EU procedures;
  • Provide technical and advisory support to Somali CSOs on effective participation and influence of civil society in governance and democratization activities and improve their sustainability, accountability and constituencies; and
  • Facilitate coordination/partnerships between the different CSOs and non-state actor Platforms.

Essential Duties and Responsibilities

  1. Provide overall leadership, management, and oversight of project implementation
  2. Conduct and oversee stakeholder and context analyses
  3. Ensure development of program training modules and materials related to project cycle management, M&E, financial management, communication, proposal drafting, gender mainstreaming, communication and visibility, leadership, constituency and coalition building, and other relevant technical and sectoral issues.
  4. Build and manage relationships with CSOs, non-state actors, and relevant government ministries to ensure their understanding, support of the program, and to promote collaboration.
  5. Liaise with other actors involved with governance, CSO support, and advocacy to ensure complementarity among initiatives aimed at strengthening civic engagement, including promoting sharing knowledge and lessons learned.

Skills, Knowledge and Experience

  • A first-level degree from a university or institution of equivalent status in any of the following fields: international relations, political science, development studies, conflict studies;
  • Masters' degree (university or equivalent institution or a recognized professional qualification) in project management, international development, monitoring and evaluations, development studies, public policy, statistics, political science;
  • 6 years of experience working with non-state actors in development cooperation, including their links to state actors;
  • Experience in project management, organizational and communication skills (for capacity building activities);
  • Excellent command of both spoken and written English.

General professional experience

  • At least 8 years’ professional experience in developing countries, preferably including experience on projects funded by the European Commission;
  • Minimum of 3 years' experience in a managerial position such as team leader or equivalent post with managerial responsibilities;
  • Managerial experience in a consultancy firm providing technical assistance to civil society organisations would be an asset.

Specific professional experience

  • At least 6 years' experience in project cycle management with ability to manage and oversee all aspects of the project cycle;
  • At least 3 years previous experience in designing and managing capacity building programmes in relation to broadly defined civil society;
  • Knowledge of civil society structure and operations and government policies in Somalia would be an asset
  • Functional knowledge of EU procedures would be an asset;
  • At least 2 years cumulative experience in fragile contexts.
