Background

Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict and natural disaster. Programmes include Protection, Food security & Livelihoods, Shelter/NFI and Water and Sanitation.

Overall purpose of the role:

The Monitoring and Evaluation Coordinator will work closely with the Programme implementation team to strengthen DRC/DDG Somalia monitoring, evaluation, learning, accountability and information management systems. The MEL Coordinator will also double as the MEL focal point for ‘the Root Causes under the DDG/DRC Programme structure which focuses on addressing the root causes of forced displacement. The Root Causes MEL Coordinator will oversee all M&E activities for the Danish Demining Group (DDG) under the DRC Root Causes platform, in addition to other specific DRC activities that are related to Root Causes, such as Resilience Programming. As such, the MEL Coordinator will need to have a strong understanding of conflict sensitive programming, indicators, and M&E tools.

Responsibilities:

Monitoring and Evaluation

  • Support the MEL Manager in developing strong indicators and logical frameworks for the current and new projects
  • Lead M&E Activities for all Root Causes projects, including DDG programming; requires familiarity with conflict sensitive programming and Monitoring and Evaluation.
  • Support the AVR Managers, Coordinators and other Programme staff with the active implementation of their M&E plans, ensure M&E plans are updated timely and M&E findings are in place for all donor reports.
  • Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
  • Coordinate periodic baseline, midline, and final evaluations for Root Causes Platform, as well as continual evaluation and research for specific DDG projects.
  • Lead the implementation of Information Management (IM) platform and securely transfer large program field data. Support with accuracy of data entered in to the platform and day-to-day management.
  • Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs.
  • Lead in the development and refinement of Monitoring and Evaluations Plans (MEPs) and questionnaires for the assessments. The Coordinator will also review and approve any MEL tools developed by the field team.
  • Develop and strengthen DRC/DDG’s M&E unit including coordinating recruitments, capacity building and performance management
  • Take the lead in supporting of all external evaluation consultancies of large projects implemented in Somalia under the Root Causes platform.
  • Oversee the development of the Root Causes pillar MEL tools and database ensuring that such tools and data is synced with pillar’s Theory of Change (ToC)
  • Act as line manager for two M&E Root Causes M&E Officers, setting objectives, managing work plans, and overseeing day to day activities.

Accountability

  • Coordinate the design and implementation of accountability systems for projects working closely with Programme Managers
  • Build the capacity of staff to plan and implement effective accountability systems for the country Programme
  • Strengthen the country program’s beneficiary and feedback complaint mechanism and set-up new systems as the program extends to new geographical areas

Learning and project quality

  • Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or Programmes.
  • Regularly present key M&E findings to the Senior Management Team for further development.
  • Support the program’s aim for further strengthened integrated programming and actively propose ways of achieving this using M&E findings.
  • Perform other duties as directed by the MEL Manager

Moreover, we also expect the following:

Essential qualifications:

  • Minimum of 5 years of work experience within the field of monitoring and evaluation;
  • A Bachelor’s degree in relevant field (development, social research preferable with a focus on monitoring and evaluation as well as compliance issues).
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants’/refugee settings in complex emergencies;
  • Experience in developing/ guiding information management systems for large humanitarian programs
  • Experience in participatory assessment and community-based monitoring approaches;
  • Clear understanding of Core Humanitarian Standards (CHS);
  • Experience with capacity building of national staff, and in convening and facilitating trainings and workshops
  • Excellent analytical and report writing skills
  • Knowledge of Somali language is an added advantage but not a requirement for this job
  • Fluency in written and spoken English essential

Conditions

Availability: 1st August 2018

Duty station: Dollow with frequent travel to field locations, this is a non-family and unaccompanied positon.

Reporting: Monitoring Evaluation and Learning Manager

Duration: 1year contract possibility of extension, subject to performance and funding.

Contract: Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A15 for qualified National staff the terms of employment will be in accordance with DRC terms for National staff
