Administration and Finance Officer is responsible for supporting the Project Manager (PM) in implementing Danida Project and will be based in full-time in Mogadishu. The Administration and Finance Officer will go through orientation in Nairobi, the length of which will be determined by the Technical Coordinator of the programme and will be under the discretion of the Project Director. Once the Administration and Finance Officer is properly trained on the financial and administration procedures and processes, they will be based full time in Mogadishu for the remaining period of the project. S/he will interact closely with the Project Manager, Team Leader and Regional Coordinators to ensure coordination and effective implementation. S/he will manage the Financial Reporting to internal and external stakeholders ensuring compliance of expenses to donor requirements, manage internal cash management and transactions, coordinating logistics and procurement for the project, support project team in terms of administrative and financial issues. S/he will facilitate regional offices’ cash flow management to the project, compiling disbursement records and cashbook management, preparing monthly & quarterly financial reports etc and backstop the regional offices in ensuring sound financial management, and compliance with donor requirements and standards / contractual obligations. S/he will also support the PM and Team Leader on daily administrative tasks and on a wide range of duties related to project management with a specific focus on information management, communication, reporting, and coordination.

The Administration and Finance Officer will report directly to WYG Project Manager, and will be responsible for;

  • Providing administrative support to project staff and PM on a daily basis;
  • Supporting the PM in collecting monthly narrative and financial reports from the field compiling and drafting the monthly reports into quarterly narrative and financial reports that are required;
  • Following-up monthly on activities and progress on project targets;
  • Identifying gaps and alerting the PM accordingly;
  • Developing and centralizing a monthly activity plan with support from the Team Leader to ensure that targets will be met at the end of the project;
  • Managing internal cash management and transactions;
  • Facilitating regional offices’ cash flow management to the project, compiling disbursement records and cashbook management, preparing monthly & quarterly narrative and financial reports etc.
  • Recording and consolidating expenses in the field, review of cash books;
  • Ensuring data is collected, well-organized and filed appropriately;
  • Supporting regional coordinators and technical experts when in need of extra support, providing templates and tools as requested, collecting information for PM and Team Leader;
  • Supporting the PM in the follow up of procurement and recruitment of staff when needed;
  • Attending site visits and meetings with current and potential partners for activities, assessments and trainings as requested by the PM;
  • Coordinating logistics when necessary;

Required Qualifications;

  • Bachelor’s degree or equivalent in accounting or finance and project management experience for more than 3 years,
  • Three or more years of progressive financial management experience,
  • Three years’ experience in grants management as well as an understanding of donor regulations.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills
  • Strong team player with ability to maintain positive attitude under pressure
  • Experience in project
  • International NGO regional office experience is asset
