Project: Emergence Food Security Programme (EFSP) Somaliland

 

World Vision (WV) is implementing a USAID funded ESFP (Emergency Food Security Program) in Somaliland covering the district of Odweyne, Burco and Berbera, The program main objective is to improve immediate food access of the targeted beneficiaries through provision of cash on monthly bases to enable the vulnerable food insecure households purchase food from the local market.

One of the main causes of food insecurity for farmers in rural areas is limited access to agricultural inputs. Therefore, one strategy to address the vulnerability of food-insecure farmers is to improve smallholder access to these inputs. To this end, World Vision sets up a seeds voucher program to provide poor, vulnerable and food insecure farmers with access to seeds that they need to sustain their agricultural livelihoods.

The Seed Voucher program system is a flexible market development approach that allows farmers to redeem certain types of seeds from agro-dealers that accept the vouchers as partial payment. The agro-dealers redeem the vouchers and claim reimbursement based on a redemption report that is produced every two weeks by the dealer and invoiced to World Vision on weekly basis or monthly depending on the agreement terms and conditions. To avoid market distortions the prices of the seeds available at the agro-dealer’s shops must be in line with the prevalent market prices in the region. The program intends to recruit various Agro traders to support the Seeds voucher program in the selected villages as detailed in the table below. The table also indicate the number of registered beneficiaries, the values of voucher to be redeemed by each beneficiary and the variety of seeds each beneficiary is approved to choose from. World Vision will only reimburse the trader for the seeds redeemed from among the approved varieties.
