The Nordic International Support Foundation (NIS) is a non-profit organisation, headquartered in Oslo. NIS work with international donors, national governments, community leaders, national civil society groups and other key stakeholders to support processes that facilitate recovery from conflict through a variety of means, and currently implement projects in Somalia, Mali and Myanmar.

The NIS-administered Support to Somali Experts Secondment and Capacity Building Programme (SES), funded by the Swedish International Development Cooperation Agency (Sida), aims to support the efforts of the Swedish government in seconding high-capacity Somali diaspora and local experts to a range of national institutions in Somalia for the implementation of the National Development Plan (NPD). By helping to provide high-capacity diaspora experts to weakened government institutions, this programme seeks to boost their capacity to function and implement government policy. While the provision of experts under a single programme will not remedy all the capacity constraints faced by government, this programme will help to build the core competencies necessary to achieve longer-term and more ambitious development goals in the years ahead.

Organizational Setting and Reporting:

This position will primarily be located in Baidoa, Somalia and reports to the Director General - Ministry of Humanitarian and Disaster Management -South West State of Somalia.

The Resilience Advisor for the office of the president is responsible for integrating findings from Southwest State, Office of the president Strategic Resilience Assessment into programming and providing strategic and actionable guidance. and Advise to relevant Ministries on resilience programs and giving guidance to Resilience partners on developing resilience strategies on southwest State.

The Advisor will be closing working with office of the president on advising resilience programs of Southwest State of Somalia. he/she will also will support Southwest State's line ministries for capacitating and guiding them on the implementation of the resilience strategies that guides southwest states resilience partners.

Specific Task

Support existing and emerging resilience programming and initiatives that link into the Southwest State Strategic plan with alignment of National Strategic Plan.

  • On behalf of Southwest State's president, the advisor will deliver technical support and mentoring to the southwest state's line ministries who are involving on resilience building.
  • Provide strategic technical support and capacity building to selected early recovery and humanitarian programs, working closely with the ministry of Planning, Investment and Economic Development (MPIED), Ministry of Humanitarian, and other social services line ministries in the state and providing support National and International Partners who are working on resilience programs in southwest state of Somalia and will implement, design, adapt, and monitoring program strategies to reinforce resilience-building objectives.
  • Review selected programs' technical approaches and implementation strategies and develop customized recommendations to integrate with other ongoing resilience programs and identified resilience capacities.
  • Provide ongoing technical guidance and targeted implementation support to humanitarian program teams on opportunities to adapt and improve resilience-building approaches to address evolving conditions, through participating, coordinating.
  • Develop a monitoring, evaluation and learning framework to track progress and results on resilience application in selected programs, including drafting quarterly learning briefs based on activities carried out and program learning/results.
  • Develop an institutional resilience knowledge management and communications plan, sharing out findings and updates through appropriate internal channels.
  • Organize program reflections to review learning and discuss new information and implications for programming.
  • Work closely with office of the president of Southwest State of Somalia to identify capacity building needs and gaps support to the line ministries to fill capacity gaps.
  • Create and share strategic reports to office of the president and relevant line ministries for highlighting findings, lessons learned and research and learning, including making recommendations
  • operationalizing and building resilience capacities within Southwest State Ministry of Humanitarian and line ministries on early recovery programming, in coordination with office of the president.

Reports to be provided:

  • Monthly narrative report for completed activities
  • Training and workshop reports.
  • Policies drafted and rectified b the cabinet and parliament
  • Final report.

Qualifications and Experience.

  • At least 6 years of program management experience in humanitarian and early recovery programming involving livelihoods, food security, protection, shelter, WASH or other sector
  • Previous experience working in resilience programs in southwest state of Somalia.
  • Previous experience working on resilience-focused programming and experience with resilience theory and practice, systems thinking and adaptive management.
  • Proven experience successfully coordinating teams, negotiating and influencing others to get results without formal supervisory authority
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal capacity building methods necessary.
  • Demonstrated flexibility and creativity in planning and program designs

Essential Skills and Abilities

  • Having considered the elements of resilience, and the process of responding to situations, it may now be helpful to talk about what we can do to develop resilience
  • Strong interpersonal and communication skills and the ability to take good decisions-based Designing and developing resilience programs


  • Fluency in English, both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately.   • Fluency in Somali (Maay and Maxa Tiri) is an added advantage.
