Senior Political Inclusivity and Reconciliation Advisor to the SWS-Presidency

Reporting to: Director General/Chief of Staff in the office of the President -South West State of Somalia.

Type of assignment: Secondment

Duration: 1 year with a possibility of Extension subject to performance and availability of funds.


The Nordic International Support Foundation (NIS) is a non-profit organisation, headquartered in Oslo. NIS work with international donors, national governments, community leaders, national civil society groups and other key stakeholders to support processes that facilitate recovery from conflict through a variety of means, and currently implement projects in Somalia, Mali and Myanmar.

The NIS-administered Support to Somali Experts Secondment and Capacity Building Programme (SES), funded by the Swedish International Development Cooperation Agency (Sida), aims to support the efforts of the Swedish government in seconding high-capacity Somali diaspora and local experts to a range of national institutions in Somalia for the implementation of the National Development Plan (NPD). By helping to provide high-capacity diaspora experts to weakened government institutions, this programme seeks to boost their capacity to function and implement government policy. While the provision of experts under a single programme will not remedy all the capacity constraints faced by government, this programme will help to build the core competencies necessary to achieve longer-term and more ambitious development goals in the years ahead.

Role and Organisational Setting

The Senior Political Inclusivity and Reconciliation Advisor position will primarily be located in Baidoa, Somalia. However, the day-to-day assignments involve working directly with the President of South West State of Somalia and the Chief of Staff in the Office of the President.

The role aims to support the Reconciliation Department in the Ministry of Interior of the South West State of Somalia by providing high-level, on-demand reconciliation advice and technical assistance to the Federal Member States, and the Federal Government of Somalia as outlined in these Terms of Reference (TOR).

The Senior Political Inclusivity and Reconciliation Advisor role will assist the Southwest state establish and maintain good working relationship with federal government, federal members states and other strategic partners to enhance successful implementation of the constitution and institutional buildings towards realization of the goals and vision for the people of Southwest State and its leadership.

The Advisor will support the South West State strive towards achieving its development stage, including economic development, social inclusion, sustainable peace and inclusive politics to ensure an improved quality of life to the current and future generations. In this, the Advisor will be expected to demonstrate strong abilities, experience and competence as outlined below:

  • Provide leadership on the Inclusive politics pillar working group facilitating smooth coordination between the different stakeholders including international partners.
  • Demonstrate experience with leading the development and production of political outputs including organizational structure, briefings and consultation responses.
  • Hold solid understanding of the Somalia political environment including the established party system.
  • Demonstrate ability to conduct political analysis and research on various structural matters related to the establishment of the political system.
  • Provide advice on different political organizational issues and assist in drafting opinions, memoranda and other organizational documents.

A central aspect of the Advisory role is to build the capacity of fellow staff, within the Advisor’s field of expertise. The Advisor is expected to demonstrate strong experience and abilities with training peers or more junior colleagues, conducting capacity assessments and building a solid training programme within the institution.

The Advisor will frequently interact with the Federal Government Officials, Federal Member States, Donor Partners, Foreign Embassies, UN and AMISOM representatives as well as other international organisations on behalf of the Southwest State of Somalia as necessary and need to portray strong presentation and communications skills.

Specific Tasks

  • Support the Office of the Presidency in the development of the office strategic framework and work plans for program implementation to ensure the achievement of the government goals into a longer-term state supported but community led peace building and reconciliation program.
  • Develop and implement Capacity building plans based on gaps identified by the position holder in the institution of secondment-The Presidency office.
  • Mentor and capacity support interns in the institution of secondment-The office of the Presidency.
  • Engage with and support the state facilitated dialogue to foster and build confidence and trust between the communities, and to establish the foundation for more inclusive reconciliation processes.
  • Spearhead design of reconciliation projects geared towards peace and state-building for submission to the local and international development partners for funding. This demands an understanding of the key impact, concerns and viability of the current and future interventions in the Regional Administration.
  • Review and draft technical documents on the reconciliation theme to be presented, addressed and discussed both at the State, Federal and International level.
  • Ensure antagonistic issues have been mapped out and prioritised to safeguard a well-structured dialogue and to ensure all the key parties have been integrated.
  • Work with the youth to ensure sustainability of peace building and reconciliation community level structures.
  • Coordinate research and analysis including ongoing monitoring and assessments of current stabilization interventions.
  • Identify the needs, gaps and risks that require interventions in the stabilization sector in the Regional Administration.
  • Coordinate Regular meetings with the South-West State political leaders both in Baidoa and at the regional level.
  • Organize regular meetings with community elders, politicians, youths, women and business leaders to maintain their buy-in and commitment to the peace process.
  • Develop strategic inclusive politics goals and delivery mechanism including engagements with the international partners on reconciliation efforts that are all anchored on South West policies.
  • Compiling analytical report on the reconciliation efforts in the region, and, as developments occur, communicating with the president on a regularly basis.
  • Advise Presidency and sector line Ministries on immediate and urgent priorities related to Inclusive Politics development.
  • Other duties as assigned by supervisor.

Requirements and Competencies

  • Advanced university degree (Master’s degree or equivalent) in international relations, political science, economics, public administration, law, social sciences or related area.
  • A minimum of fifteen (15) years of progressively responsible experience in coordinating Governmental and nongovernmental Institutions including management, policy and advising experience at senior levels.
  • Proven experience with training, teaching or capacity-building.
  • Strong analytical and presentation skills.
  • Strong communication skills, both in terms of communicating well with senior local, national and international actors, and to succeed with a professional capacity-building programme.
  • Relational, interpersonal, and trust-building qualities.


  • Fluency in English, both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately.   • Fluency in Somali (Maay and Maxa Tiri) is an added advantage.
