Reporting to: Director General Ministry Planning, Investment and Economic Development -South West State of Somalia.

Type of assignment: Secondment

Duration: 1 year with a possibility of Extension subject to performance and availability of funds


The Nordic International Support Foundation (NIS) is a non-profit organisation, headquartered in Oslo. NIS work with international donors, national governments, community leaders, national civil society groups and other key stakeholders to support processes that facilitate recovery from conflict through a variety of means, and currently implement projects in Somalia, Mali and Myanmar.

The NIS-administered Support to Somali Experts Secondment and Capacity Building Programme (SES), funded by the Swedish International Development Cooperation Agency (Sida), aims to support the efforts of the Swedish government in seconding high-capacity Somali diaspora and local experts to a range of national institutions in Somalia for the implementation of the National Development Plan (NPD). By helping to provide high-capacity diaspora experts to weakened government institutions, this programme seeks to boost their capacity to function and implement government policy. While the provision of experts under a single programme will not remedy all the capacity constraints faced by government, this programme will help to build the core competencies necessary to achieve longer-term and more ambitious development goals in the years ahead.**

ROLE: This position will primarily be located in Baidoa, Somalia and will report to the DG Ministry of Finance SWSS

This role focuses on efforts towards strengthening public financial management and local revenue, improving the quality and sustainability of public and private investments and promoting accountability at the state level. The Advisor will assist in economic development to promote increased capital flows to the local level, while reducing financial risks to strengthen the State's financial sustainability.

The Advisor will provide guidelines to all Southwest State economic development institutions including, Southwest State Ministry of Finance, Ministry Planning, Investment and Economic Development, and other ministries and the Municipalities in Southwest State of Somalia - involved income generating activities through capacitating them, innovating and testing new public financial systems that mobilize, allocate and invest additional resources to promote transparency and accountability increase state's capital.

This role requires more high-level guidance in providing practical economic analysis that is geared towards supporting the Southwest State prioritize its economic development and growth while bearing in mind the effects of the global developments and financing decisions on the domestic policy consideration.

The Advisor will provide leadership in economic policy advice which encompass the soundness of planning and budget formulation, facilitate implementation of government priorities. Equally important is the provision of executive support to the Southwest State in ensuring efficient and effective management of the region’s economic planning and limited financial resources.

Specific Tasks:

The Economic Development Advisor is expected to perform the following tasks:

  • Provide technical assistance in the formulation of key performance indicators for Southwest State income generating activity ministries.
  • Review Southwest State's objectives, policies and the economic development and social implications.
  • Prepare training manuals and methodologies for Southwest State's Ministry of Finance, Ministry of Planning, Investment and economic Activities and support on preparations of states yearly budget.
  • Provide trainings for economic development for all income generating ministries and Municipalities.
  • Draft business proposal template to be used by trainees to develop business plans
  • Participate in the evaluation of the Southwest State yearly auditing exercise and provision of coaching and mentoring for financial trainees during business plans development
  • Evaluate past, and present economic issues and trends and forecast future economic activity in relation to southwest state economic development.
  • Produce regular economic briefings and ad-hoc reports to the office of the president and southwest state's parliament when needed.
  • Meet with the income generating activity ministries, municipalities and other management staff on regular basis to review progress against objectives.


  • Compiling analytical report on the economic development in Southwest State of Somalia, and, as developments occur, communicating with the president and chief of staff on a regularly basis.
  • In-depth knowledge and credible experience in the area of macro-economic management and micro and macro-economic policymaking issues in the states, and in particular, intimate knowledge of global economies demonstrated by research and work experience related to economic policy in the region.

Skills and Competencies:

  • Relevant work experience with conducting research in macroeconomics and economic development in developing countries
  • Experience in engaging with senior decision/policymakers, and ability to synthesize and present complex arguments in easily understood terms. With special emphasis on working with Southwest State/Somalia’s institutions and policymakers.
  • Knowledge of challenges and opportunities related to economic development, income generation development and Experiential skill Trainings
  • Knowledge of the activities of the federal and state governments related to economic development activities
  • High-level interpersonal skills including verbal and written communication skills and an exceptional ability to develop and maintain results-focused stakeholder relationships
  • Ability to work collaboratively with team members by sharing information openly and displaying cultural awareness and sensitivity.


  • Advanced university degree or equivalent in international relations, political science, economics, public administration, law, social sciences or related area.


  • A minimum of five (10) years of progressively responsible experience in knowledge of global economies demonstrated by research and work experience related to economic policy in the region.


  • Fluency in English, both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately. Writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
  • Fluency in Somali (Maay and Maxa Tiri) is an added advantage.
