The association is non-political, non-profit human right and legal profession association, which unites over 95% of the Somaliland legal practitioners including legal practitioners, academic law professors, Legal advisors to Law Makers, and MDAs as well corporate legal service providers. 

The association as a local network legal professionals is responsible to improve the capacity and the value of legal practitioners and their performance in service  delivery, provide protection of lawyers rights subject to the constitution, monitor their service delivery as their legal duties and build their capacity with propensity of increasing synergies on access to justice, fair and independent judiciary, respect of human rights, promotion of legal education, and realization of increased civic and democracy space in the country through observance of the laws enshrined in the constitution of the Republic of Somaliland.

SOLLA was implementing partner Rule of Law programmes since 2009 with support of UNDP, currently SOLLA with support of UNDP implementing the Somaliland Joint Rule of Law programme that focused mainly on supporting the Government of Somaliland to improve its rule of law services in Hargiesa and selective population centers. Combining mobile courts, legal aid, law scholarships, and prisons and courts inspections that programme expanded legal profession, enlarged access to the formal legal system and strengthened public confidence in it, mainly in the urban areas. This programme seeks to extend the focus on the ‘difficult to reach’ rural areas as well as to promote access to justice and enhance the rights of specific, vulnerable and disadvantaged groups. 

Description of the position

With the support from Somaliland Joint Rule of Law programme on greater continuous professional development for lawyers, the SOLLA seeks to hire CPD trainer with extensive lawyering experience to support the SOLLA in building its capacity and CPD need assessment and providing greater continuous professional development for lawyers. The CPD trainer will develop SOLLA CPD initiative program being structured to foster a self-directed and life-long learning approach to continuing professional development that enhances lawyer competence. The trainer will develop CPD model with being rolled out for the mandatory Simi-annual planning and implementation of an effective CPD Plan, including Internship agreement development, Mentorship plan available and Record of paralegals visits available to enhance referral pathway on SGBV and legal aid services.

CPD trainer will provide technical support for overall implementation of the SOLLA master plan, assisting them to review and formulate systems and mechanisms to examine internal framework control policies and setting a strategic lay out for the future programming and implementation plans and operations. The duration of the post will be 6 months, but may be renewed subject to the performance and availability of funds. He or She will be reporting to the SOLLA/UNDP and in close participation the coordination with UN and Ministry of Justice.

Objective of assignment,

The overall objective of the assignment is to provide training need assessment and continuous professional trainings for lawyers to enhance lawyer competence, strives for excellence in the delivery of legal services and to be accountable to the public for the ongoing professional development and competence of lawyers. The CPD trainer will ensure that the functions outlined below, and the scope of work is satisfactorily carried out.

 

Functions/Scope and methodology of work will include:

  • Undertake ongoing SOLLA Joint Rule of Law Programme activities and performance monitoring and provide feedback to UNDP, to keep training greater continuous professional development for lawyer initiatives on track;
  • Provide regular, timely, and high quality CPD training for lawyers program analysis and reporting as needed;
  • Liaise with SOLLA partner- UNDP and other stakeholders to ensure clear communications and positive relations in the interest of successful program continuity;
  • Develop and execute training implementation work plans, achievable resource plans, and strategies in line with the training goals of the agreed targets and indicators, with SOLLA’s strategy CPD Plan including Internship agreement development,Mentorship plan available and Record of paralegals visits available to enhance referral pathway on SGBV and legal aid services.
  • Undertake targeting continuous lawyers training needs assessment as needed, to include a realistic methodology approach and assessment guidelines with the formulation and the assessment of processes, procedures, and systems for the planning of training resources and schedules. This will include the development, and the utilization of assessments and report findings and recommendations, with proceeding the result on developing of CPD training manual and will providing refinement the results from every needs assessment session within the context.
  • Develop and implement with all SOLLA CPD initiative program -related activities,
  • Support and take a lead in the development of policies, procedures and the overall governance systems within SOLLA.
  • Develop resource mobilization strategy, support the resource mobilization committee, develop proposals and submit to different potential donors.
  • Facilitate advocacy sessions with key stakeholders to promote sustainability of SOLLA work in Somaliland.
  • Collaborate with all SOLLA teams (including the ED, program coordinator, the core teams, and/or the operations/support teams as needed to collaborate efforts
  • Any other duties that may be assigned by the SOLLA ED, or the program coordinator.
  • To provide UNDP with activities reports, quarterly reports, semiannual and annual reports, a final report

Deliverable

·         Report on lawyers training need assessment produced

·         CPD training material developed

·         CPD trainings conducted in Burao, Borama and Hargiesa

  • Produce the relevant reports on quarterly , semiannual and annual basis as well as a  final report compiled

·         Develop the necessary documents on policies and procedures, strategies and program guidelines plans and proposals

Education and Work Experience

·         University Degree in LLM 

·   A minimum of 10 years extensive lawyering experience as part of delivering trainings on Continuous professional Development  and Law

·     Previous experience in drafting training materials, concept notes, reports and manuals’

Language skills

·         Fluent oral and writing skills in English and Somali.

 

Specific Technical skills and competencies

·         Excellent writing skills in English and Somali

·         CPD trainer with extensive lawyering experience

·         Demonstrated experience in conducting trainings and seminars

·         Strong communications and organizational skills;

·         Ability to work under pressure with tight deadlines;

·         Ability to respond timely to queries and provide feedback;

·         Keen sense of ethics, integrity and commitment to SOLLA’s mandate;

·         Ability and willingness to travel across in Borama and Burao Somaliland.
