Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Despite the increased frequency of disability data collection efforts in IDP sites, the broader humanitarian community still possesses fragmented information about persons with disabilities living in Somalia IDP sites, and the barriers they face in accessing humanitarian services. While initiatives by the CCCM cluster such as integrating the Washington Group Questions (WGQs) into the site verification exercise have attempted to highlight important site-level data, the reliance on key informant interview methodologies present challenges in obtaining accurate information. In addition to an absence in comprehensive disability data, humanitarian service providers continue to lack a clear understanding of the barriers and challenges that persons with disabilities face in Somalia IDP sites. Therefore, there is a need for an extensive disability inclusion assessment in IDP sites that both look to collect important demographic data on persons with disabilities, in addition to illustrating methods for tailored delivery of humanitarian services to persons with disabilities in IDP sites. The assessment will apply an intersectional gender lens and take into account the needs and the specific challenges faced by different sex and age groups. This type of study has not been able to be conducted in Somalia IDP sites due to the vast number of active IDP sites (+2400) and the scattered nature of their locations within district hubs and centres. The assessment will propose and support the integration of identified corrective actions to address barriers and challenges in the inclusion of persons with disabilities in humanitarian response


The overall objective of this initiative is to support the integration of identified corrective actions to address barriers and challenges in the inclusion of persons with disabilities in humanitarian response with a focus on Kismayo IDP sites.

Target: Following the data collection stage of the assessment, the Assessment Officer will establish a disability inclusion report with technical support provided by Humanity and Inclusion and the CCCM cluster. This report will feature some of the key findings from the data collection process such as the percentage of the IDP population in Kismayo that has one or more disabilities, barriers preventing persons with disabilities from participating in site activities or barriers limiting access to humanitarian services and recommendations provided to humanitarian agencies that are aimed at promoting tangible actions of inclusion. Such findings will be presented during a workshop for relevant stakeholders in Kismayo encouraging agencies working in IDP sites to take practical measures in streamlining disability inclusion within their programmes. Furthermore, such key findings and recommendations will be presented to members of the ICCG following the creation of the disability inclusion report. The intention is for the disability inclusion assessment findings to play an influential role in enhancing the approaches taken at the cluster level to promoting the inclusion and meaningful participation of persons with disabilities and mitigating the barriers to services they experience.

Core Functions / Responsibilities:

  1. Provide technical assistance to the Disability Inclusion Assessment Project in Kismayo, Somalia.
  2. Lead on development of methodology, implementation and reporting of all data collection exercises related to the assessment’s persons with disabilities.
  3. Lead on all capacity building of IOM field staff and partner organization staff on disability inclusion, data collection and analysis.
  4. Coordinate with partners and represent IOM in external meetings related to the project as well as in other coordination fora raising IOM Somalia’s profile as a disability inclusive mission.
  5. Develop and maintain good relationships with Organizations of Persons with Disabilities in Somalia, ensuring a participatory approach to the project.
  6. Ensure that confidentiality and the right to privacy is maintained regarding confidential information.
  7. Prepare clear and concise reports on relevant activities, in accordance with structured reporting requirements and informal reporting needs.
  8. Establish updated weekly work plans with IOM CCCM staff and hired enumerators to ensure that work is being conducted in a concise and timely manner.
  9. Consolidate and analyze information on programme indicators to facilitate the preparation of assessments, project narrative and final reports, and other informal materials.
  10. Contribute to the development and publication of public information products.
  11. Perform any other duties as may be assigned.

Required Qualifications and Experience


• University degree (masters or equivalent) in development/humanitarian studies, urban planning/development, political policy or a related field from an accredited academic institution, with three years of relevant professional experience, preferably in administrative support or similar roles.


• Experience working on disability inclusion programming is required.
• Demonstrated experience in data collection, data analysis and reporting is required; most preferably related to disability, emergency and post crisis contexts.
• Numerical skills and experience in data analysis and data visualization;
• Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing.
• Advance knowledge of Excel and Word.
• Experience working for IOM would be an advantage.


Fluency in English is required (Oral and Written). Somali speaking is desirable.
