Responsibility for Logistics arrangements and Costs

Save the children will cover logistics and accommodation for the consultant when travelling outside Hargeisa.

Consultant is responsible for travel requirements and cost outside Somaliland (if applicable)

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland (if applicable)

Qualification and Experience

  1. At least four years of experience in documentation, videography and photographic production in Development and Humanitarian contexts.
  2. Latest equipment in video-photography documentation
  3. A strong creative vision and styling that appeals to a global audience, with experience in capturing and editing videography for international consumption.
  4. Samples of previous work undertaken by the consultant as proof of creative vision and style.
  5. The consultant is expected to cover their own insurance costs.
  6. Ability to work at Save the Children offices and its programs partners as required to meet the expected deliverables
  7. Applying firms are expected to have presence (teams) in Southern States of Somalia

The applications should be submitted in PDF format as one document comprising Technical and Financial sections as detailed below.

      A technical proposal with a detailed response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria.

      Initial work plan based on the methodology outlined, and indication of availability.

      A financial proposal detailing the daily rate expected but not including accommodation, transportation, stationary, research assistances and all other cost related to this assignment.

      Consultant profile and CV’s of key experts.

      Valid legal registration (if firm)

      At least 3 sample of previously conducted similar tasks.

      Detailed budget breakdown based on expected daily rates.

TERMS OF REFERENCE:

Consultancy Service to Produce Short Videos, Photography and Short Stories on Education Sector Program Implementation Grant

 

1.       INTRODUCTION  

The education sector serves as a major contributor to Somaliland’s Social and economic development, and the government of Somaliland and the Ministry of Education are committed to utilizing education to support peacebuilding and state building goals, and the longer-term development priorities of Somaliland. The Somaliland National Education Policy (SNEP, 2015-2030) shows the commitment of the Ministry of Education &Science (MOES), in partnership with international and local education development partners and communities, continues to invest in the expansion of access to quality learning, both in rural and Urban Areas.

 

The global Partnership for Education’s provided a grant of US 15 Million as a Maximum Country Allocation (MCA) through Save the Children to support Somaliland’s Efforts to extend quality education to more of its children. 20% of this grant which equivalent to US 3 Million is accelerated to respond to needs of the schools affected by emergency situations like droughts, winds, rains and conflicts.

Those projects will ensure continued access to education opportunities for children in Somaliland using a multi-sectorial approach.

Proposed activities are aligned with the regional Education Cluster plans, Save the Children’s Education Strategies and Ministry of Education & Science (MoES) education policies and strategies.

The project has three interrelated outcomes shown below which shall contribute to the realization of the project purpose.

  • Outcome 1: Increased access to equitable and inclusive basic education for children.
  • Outcome 2: Improved learning outcomes for boys and girls in school.
  • Outcome 3: Increased capacity of MOES at all levels to lead, manage and monitor the education system.

 

2.       OBJECTIVE OF THE ASSINGMENT

The purpose of this assignment is

  • To Develop media awareness campaign messages to Improve awareness of school community on the transmission and impact of COVID-19.
  • To document short stories of the GPE Program by producing short videos and photos.

 

3.       KEY DELIVERABLES

v  Develop media awareness campaign messages;

§  Under the guidance of SCI ACCM team, produce 2-minute video (focusing on education and school communities) that sends messages about COVID-19 impact and its prevention methods. 

§  Produce infographics contains COVID-19 prevention messages.

 

v  Teacher Training Centres

Produce HD videos, well written stories, high quality blog and well captioned photos on how the Teacher Training Centre is improving the quality of education in Somaliland. This would comprise 2 minutes out of the 6-minute video. Shoot different footages of engagements such as teachers being trained, and the training process being held. Well written stories on the new TTI graduates (funded by GPE) in Somaliland. Shoot interviews on how the training benefited the graduates and how they plan to use their teaching skills to assure high quality teaching for the children of Somaliland with English subtitles.

 

·        Produce 2-minute video (focusing on a teacher) to show how the training has improved their teaching skills. 

·        Produce two feature stories on how the teacher training centre has improved the quality of education in Somaliland.

·        A 5-minute documentary (Reportage form) on the achievements, contributions and impact of the teacher training centre.

 

v  School Constructions for Enhancing Teaching and learning Environments

 

a)      Early Childhood Spaces. Document new early childhood facilities established in Somaliland and how early childhood program is helping younger children in their reading, writing, numeracy, drawing/arts and socialization skills.

                                                i.          Produce a short video on the early childhood education (2 minutes)

                                               ii.          Produce 3 well written human-interest stories

                                             iii.          Produce 20 well captioned photos showing and explaining early childhood education and how children learn.

b)      Access to education. To document and produce 2 minutes’ video on the construction of new schools and new classroom, and how it’s contributing to the learning process of the targeted children.

 

v  Distribution of Text Books.

·        Produce 1-2 minutes long high definition film showing distribution of textbooks to children and how these books are helping children to learn.

·        Produce 3 impact stories (well written) on how new books are helping children to learn (stories told by children)

·         Produce 50 HD photos of children learning, including learning materials, teaching in action, close up shots of books, classes and students, with captions and subtitles

·        Produce 1 (2 minutes) high definition long film (2 minutes) with subtitles, about the text books provided to children studying at schools supported by the grant.

·        Produce 20 well captioned action photos of books, classes, students and learning in progress

 

v  Capacity Building for MOES Staff

Produce 2 feature stories focusing on how EPSG contributed to strengthen the capacity of MoEs and in how EPSG capacity building training impacted the different dimensions of MOEs. Interview staff on how the training benefited the MoEs staff, and how they plan to use these skills to ensure high quality education for the children of Somaliland. The feature stories should have HD photos with captions for publications

 

  • Other stories
    1. Stories from children (Girls and boys) on learning, education and the impact of COVID-19 (about 10 well written stories with well captioned 20 HD photos)
    2. Stories from parents on the impact of COVID-19 on education
    3. Produce 10 short videos (1 Minute each) call to action video messages on the importance of education from leadership of the ministry, SCI leadership, religious leaders and Celebrities.

 

Photo Stories:

Produce 10 well written stories collected into a single storybook about the education program of Save the Children in Somaliland. Take 20 HQ photos for the story with captions. Ensure the consent forms are well used. Each story should be written from first person point of view. 

 

4.       SCOPE OF THE WORK

·        Write script of the film and shooting plan.

·        Do simultaneous recording of the tasks.

·        Travel to Maroodijeex, Sool, Togdheer, Awdal and Sanaag regions to collect the content.

·        Produce final high quality one videos (1-5minute each) with English subtitles and 16 well written success stories with 120 HD photos to be presented to program partners, donors and stakeholders.

·        Adhere to save the children branding guidelines provided by the communications team.

·        Work under the supervision of the Education team.

 

5.       TARGET AUDIENCE

The main target beneficiaries/audience of this documentation is;

  • Key stakeholders including education partners, local communities, consortium partners, donors, sector partners.
  • Government institutions (especially line ministries)

 

6.       METHODOLOGY

  • Meeting with project stakeholders and staff in project target areas to collect and record data;
  • Engage persons with good background and skills in documenting and demonstrating program achievements.
  • Consult with communications team for any clarifications or challenges during the filming, and when travelling.
  • Interview program beneficiaries, stakeholders and implementing teams.
  • Conduct field visits to project sites including community structures done.

 

7.       LEAD TEAM

In consultation with project teams, Education team will be responsible in leading this assignment. The communication team will lead the process and provide clear map for capturing required data in an accessible manner. Project team will provide support in identification of key areas of documentation, and beneficiary.

 

8.       TIME FRAME

The duration of the consultancy service will last for 90 working days. The consultancy service will begin immediately after the selection process.

9.       LOCATIONS

Madoorijeex, Sool, Togdher and Sanaag and Awdal region. 

Save the children will cover transportation, accommodation, security while the consultant is travelling outside Hargeisa.

 

10.   Save the Children’s video & photography

Consent forms will need to be signed from each child or beneficiary filmed, interviewed or photographed in this assignment. Save the Children does not use materials without the consent of the subjects shown in those materials. All images should appear natural and relaxed with the subjects not posing to the camera. All photos should be telling stories on the impact our work had on the lives of beneficiaries and children.

 

Copyright and intellectual property

In consideration of the fees paid, the consultant expressly assigns to Save the Children any copyright arising from the work the consultant produces while executing this contract. All images and videos will however bear the consultant’s photo credit, as specified by international intellectual property rights. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Save the Children

 

Code of Conduct

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  The Consultant will not therefore disclose the same or thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.
