The consultant will be responsible for organizing logistical issues with no facilitation from SCI as per the consultancy agreement.

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland.

Qualification and Experience

  • Higher university degree in relevant field
  • Proven experience in conducting quality third part monitoring, baseline studies and assessing humanitarian programmes
  • Thorough knowledge on the relevant thematic area and Somaliland context
  • Strong TVET, child rights and child protection programming skills (child participation skills an asset)
  • English essential; local language skills would be helpful.

ANNEX 1 : Consultancy Terms of Reference

                Background

Save the Children has been making a difference in children's lives in more than 120 countries. We are the world's largest independent child rights organization, underpinned by a vision in a world in which every child attains the right to survival, protection, development and participation. Our mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.

Save the Children (SC) has worked in Somalia for over 65 years and has been implementing health, nutrition and education interventions for over a decade. Our long history in Somalia has endowed Save the Children with a comprehensive understanding of the local context, experienced and skilled local staff, and established systems and procedures to effectively implement projects, often in an insecure and unpredictable operating environment. We are one of the biggest health actors in the country. In 2018, we supported over 200 health facilities in 14 regions directly reaching one million people.

Project Background

Save the children international is implementing Reducing Economic and Ecological Vulnerability (REEVs) project in Sool and Sanaag regions of Somaliland. The Eastern regions are experiencing food insecuriy caused by recurrent droughts and violent conflicts. The project will mainly focus on the transitional aid areas of: reconstruction of basic social and productive infrastructures, Disaster risk reduction and Food security. The project components will be implemented in Ainabo, Burao, Eil-Afweyn and Erigabo districts among IDP and pastoralist rural populations.  The project will target poor pastoralists and IDPs in Sool (Ainabo), Sanaag (Erigavo and Eil-Afweyn) and Togdheer (Burao IDPs). In the two regions, the project will target both IDPs and poorest pastoralists including pastoral dropouts, small livestock herders who live in and around villages. There are quite a number of IDPs who live mainly in bigger towns of Ainabo, Burao, Eil-Afweyn and Erigavo. These pastoral IDPs lost their livelihoods to drought. They get their livelihoods from assistance by NGOs, relatives and state; while few of them have very small number of herds and other engage in small petty trade like tea selling and so on. Poor pastoralists are the nomadic pastoralists who lost 60% of their livestock (poor household had 30 herds at baseline in 2016); now living around the towns and villages. The few herds are main source of income but like IDPs, they also depend on support received from NGO, relative and the state.

In order to sustainably improve the situation in which households have no or little diversified income and in which available credit provision does not reach the poorest households, this project component will provide entrepreneurship training and establish access to credit schemes through saving groups, revolving funds and micro-finance services and distribution of physical productive assets: like livestock and hens. In order to ensure the sustainability of services, SC will work with MESAF to build its capacity in running saving groups, will train master trainers who will in turn and with the support of MESAF train any groups which will be formed in the future. SC will establish revolving funds at MFI level and at group’s level. Group level revolving fund will be accessed by well performing groups. MFI level funds will be accessed by trained youth and women entrepreneurs and saving groups, which are established in towns. 

 

The goal of the project

The aim of the project is to contribute and see drought affected communities in Sool and Sanaag are more resilient to ecological and economic shocks, with the objective of reducing economic and ecological vulnerability for drought-affected communities in Somaliland (Sool and Sanaag regions).

Areas of focus of the consultant

A: Program implementation

Food Security and Livelihood

·       Hold interviews with beneficiaries and non-beneficiaries and other stakeholders to

  • Document the beneficiary selection process specifically community participation including women, children and marginalized groups in the selection and verification of beneficiaries.
  • Document the process of selecting beneficiaries’ committees and establish the role of the committee members and SC staff in the selection and verification of project beneficiaries.
  • Assess the appropriateness of the targeting criteria, the extent to which it was followed and overall fairness of the process.
  • Determine any issues related to the payment process or diversion of assistance. Diversion of cash through voluntary or involuntary taxation or forced contribution should be properly scrutinised and reported.
  • Determine how the targeted communities have benefited from the unconditional cash transfers & Cash for work activities in their respective communities.
  • Collect case studies from the beneficiaries to support the findings

 

Mobile Cash Transfer System:

·       Determine how targeted project beneficiaries have benefited from the mobile cash transfer system in which they have received their unconditional and conditional cash payments.

  • Gather general feedback from project beneficiaries between the advantages and disadvantages of using mobile cash transfer systems.

 

Accountability to beneficiaries

B: Information sharing

  • Assess the extent in which the beneficiaries are informed and aware of key project information such as project objectives, activities, timelines, budget, expected results and targeted beneficiaries and criteria for selecting beneficiaries.
  • Assess whether beneficiaries have been informed and are aware about opportunities/activities in which they can participate. 
  • Assess whether there is information that beneficiaries would like have about the project and its implementation but not provided so far.  

C: Complaint and response mechanisms

The independent monitor is expected to assess the level of beneficiaries awareness of complaint/response mechanisms through which they can give feedback or make complaints to SC. (how to complain or raise concerns about activities, what they can complain about, who can complain to, how and where they can complain and issues of confidentiality).

  • To what extend beneficiaries are aware off SCI CRM and how frequently they use to report through CRM.
  • Assess the extent to which complaints mechanism has been accessible to the all beneficiaries including women, children and marginalized groups
  • Assess the acceptance and level of confidence that beneficiaries have in the existing SC complaints response mechanisms
  • Assess beneficiaries most preferred feedback mechanisms for sharing complaint/feedback with Save the Children.
  • Generate ideas for improving the existing complaint handling mechanism

D: Participation

  • The independent monitor will review the extent in which the program stakeholders including children are participating in the implementation of the project
  • Generate information about how beneficiaries including children would like to participate in SC programs

E: Impact

  • Collect qualitative data on the impact of the program including case studies that demonstrate change in the lives of children and their families from both IDPs and poor pastoralists.
  • Assess the impact of the unconditional cash transfer in reducing the vulnerability of target families.

F: Program integration

  • Hold interviews with beneficiaries to find out level of integration with other sectors (WASH) as well as other ongoing Save the Children programs in their respected areas (if any).
  • Organize meeting with the respective village’s community structures to see if there is an overlap among SC programs/projects going on in the project supported areas.

Duration of the assignment

The duration of the assignment of third-party monitoring will take maximum 18 days starting from contracting date.

 

Deliverables:

The following outputs are expected of the consultant

o   Detailed methodology and data collection tools together with the inception report

o   One field monitoring report of no more than 18 pages summarizing findings of the field monitoring with recommendations.

o   A set of pictures with GPS coordinates taken during the monitoring exercise shall be appended separately.   

 

Terms and Conditions

Professional Fee: The consultant will come up with his/her own rate, which will be subject to negotiation within the bounds of donor requirements and set standards of SC in Somaliland.

        Save the children will not cover any travel related costs, as this service will be advertised locally.

Save the Children's Code of Conduct sets out the standards which all staff members must adhere to. The consultant is bound by the principles and conditions of Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables.

 

Location: The consultancy will take place in Sool and Sanaag regions of Somaliland.
