We are a project funded by USAID and implementing projects in Somalia

Position Summary:

The Procurement and Logistics Officer (PLO) will provide support for the identification, procurement, and management of service providers, ensuring that procurements are conducted in accordance with approved rules, regulations, and procedures and in adherence to applicable USG rules and regulations and the organizations policies and procedures, in tandem with the FAR Clauses. In this capacity, the PLO will provide daily procurement and logistical support to the Operations and Program teams. The PLO will report to the Procurement and Contracts Manager.

Duties and Responsibilities:

Responsibilities include, but are not limited to the following:

  • Ensure cost-effective and timely procurements for the project in accordance with USAID rules and regulations and the organizations policies and procedures in tandem with the FAR Clauses.
  • Provide logistical support for operations and program staff, including provisions of assistance in creating clear and concise purchase requests (PRs) ensuring they are as per the required budget amounts.
  • Conduct market surveys, prepare RFP/RFQs, request for quotations, review quotations/proposals, prepare relevant contracts and share with the Procurement and Contracts Manager for review and approval, ensuring all review and approval stages are adhered to based upon the USAID and the projects Thresholds.
  • Store and maintain all procurement filing Online and One Drive shared Procurement folder in a timely and efficient manner.
  • Participate in bid evaluations as needed as per USAID rules and regulations and the projects policies and procedures.
  • Maintain professional communication with all suppliers, keeping a record of all communication, key suppliers and updating vendor list on a regular basis.
  • Ensure timely delivery of goods and services, ensuring documentation of receipt, delivery of all materials, and the accuracy of invoices.
  • Update and maintain the Asset list, ensuring all equipment is tagged and recorded accordingly.
  • Input payments online and liaise with the Finance Unit to ensure that all documentation is uploaded and as per the USAID rules and regulations and the projects Policies and procedures.
  • Undertake travel periodically to different regions in Somalia to provide support to project team in the procurement and logistics of activities.
  • Any other tasks as assigned by your supervisor.

Education and certifications: 

  • University Degree in Procurement, Supply Chain Management, Business Administration, or any other relevant fields required.
  • Professional qualification in supply chain management will be an added advantage

Key Position Competencies and Experience:

  • At least five (5) years of progressive experience in procurement with an international implementing partner or Non-Governmental Organization.
  • Prior experience working on USAID-funded projects, including demonstrated current knowledge of USAID rules and regulations.
  • Previous experience carrying out procurement for a stabilization or other crisis-management program that includes large in-kind grants, direct delivery of goods and services (DDGS), construction activities, and other technical subcontracts.
  • Proficiency in Microsoft Office programs, namely Word, Excel, and outlook, as well as experience with procurement management software systems.
  • Effective written and oral communication as well as interpersonal skills
  • Ability to travel within the entire area of implementation.
  • A clear understanding of procurement ethics and USAID compliance is essential.
  • Oral and written fluency in English and Somali.

  • Demonstrated problem-solving, analytical skills, ability to work under deadlines, and good judgment.
  • Be proactive, have strong prioritization skills, and the ability to work in a diverse, multicultural environment.

  • Position open to Somali Nationals only.
